Culturele Overeenkomst tussen de Regering van het Koninkrijk der Nederlanden en de Regering van de Tsjechoslowaakse Socialistische Republiek

Article II The Contracting Parties shall promote the exchange of visits and other contacts between persons prominent in the field of culture, such as writers, composers, architects, artists, art critics, journalists, museum, gallery and library experts, and specialists in social welfare, mass media, cultural and educational work, youth education and sports. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article III The Contracting Parties shall promote (a) the organisation of art-exhibitions and other exhibitions of cultural and informative character; (b) the organisation of concerts, theatrical performances and performances of artists as well as the introduction of drama works from the other country. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article IV The Contracting Parties shall encourage the translation and publication of literary and scientific works from the other country. They shall promote the exchange of books, magazines and other publications of a cultural, scientific and technological nature as well as grammaphone records and similar aids between libraries and other institutions of both countries. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article V The Contracting Parties shall encourage (a) the organisation of radio and television broadcasts and the exchange of radio and television materials; (b) the showing and introduction of scientific, educational and cultural films. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article VI The Contracting Parties shall encourage the participation of specialists in the fields of culture, arts, science, education and social welfare, at congresses, conferences, seminars and other special meetings held on the territory of the other country. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article VII The Contracting Parties shall promote (a) the contacts between and exchanges of university professors, scientific scholars, students and social welfare specialists as well as co-operation between universities and other scientific institutions; (b) the establishment of chairs and readerships for the teaching of languages, culture and civilization of the other country at their universities and other educational and research institutions; (c) the co-operation between institutions and specialists in the field of primary and general secondary as well as vocational education. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article VIII The Contracting Parties shall grant to nationals of the other country scholarships for studies at their scientific, educational, cultural and social welfare institutions, for study visits including participation in summer courses. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article IX The Contracting Parties shall determine through mutual consultation the value to be attributed to the certificates and academic titles awarded by the institutions of the other country. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article X The Contracting Parties shall facilitate the access to libraries, archives, museums, galleries and cultural and scientific institutions for specialists in the fields of culture, arts, science, education and social welfare. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article XI The Contracting Parties shall promote co-operation between sports-organisations and federations. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article XII The Contracting Parties shall further promote tourism by facilitating contacts and other means that may contribute to a better understanding of the way of life, work and culture of both countries. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article XIII The Contracting Parties agree that all exchanges and other forms of co-operation under the present Agreement shall take place on a basis of reciprocity and in accordance with the laws and regulations in force in the respective countries. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article XIV (a) The Contracting Parties shall set up a Mixed Commission for the purpose of the application of the present Agreement consisting of not more than twelve members; each Contracting Party shall appoint the same number of members. (b) The Mixed Commission shall elaborate a draft-programme of activities for a period of two years at a time. This programme shall be accompanied by suggestions as to the financing of its various parts. Each Contracting Party shall submit its decisions concerning the draft-programme and the suggestions of the Mixed Commission to the other Party through the ordinary diplomatic channels. (c) The Mixed Commission shall in principle meet every two years alternately in the Netherlands and Czechoslovakia. The diplomatic representatives of each Contracting Party as well as a limited number of specialists may attend the meetings of the Mixed Commission. Article XV As regards the Kingdom of the Netherlands the present Agreement shall apply to the Kingdom in Europe. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article XVI The present Agreement shall enter into force on the day on which both Contracting Parties have informed each other that the constitutional requirements in their countries have been complied with. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article XVII The present Agreement replaces the Agreement regarding the Development and Strenghtening of the Intellectual and Artistic Relations between the Kingdom of the Netherlands and the Czechoslovak Republic, concluded by the exchange of Notes on 20 May and 25 May 1937 respectively. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Article XVIII The present Agreement shall remain in force for a period of five years. If it has not been denounced six months before the date of its expiration by either Contracting Party its validity shall continue for an unlimited period with six months written notice to the other Contracting Party. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel II De Overeenkomstsluitende Partijen bevorderen de uitwisseling van bezoeken en andere contacten tussen vooraanstaande persoonlijkheden uit het culturele leven, zoals schrijvers, componisten, architecten, beeldende kunstenaars, kunstcritici, journalisten, deskundigen op het gebied van musea, kunstgalerijen en bibliotheken, alsmede deskundigen op het gebied van het maatschappelijk werk, de massamedia, culturele en opvoedkundige arbeid, de jeugdvorming en de sportbeoefening. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel III De Overeenkomstsluitende Partijen bevorderen (a) de organisatie van tentoonstellingen op het gebied der kunst en van andere tentoonstellingen met een cultureel en voorlichtend karakter; (b) de organisatie van concerten, toneelvoorstellingen en uitvoeringen van kunstenaars, alsmede de introductie van toneelstukken uit het andere land. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel IV De Overeenkomstsluitende Partijen bevorderen de vertaling en publikatie van literaire en wetenschappelijke werken uit het andere land. Zij bevorderen de uitwisseling van boeken, tijdschriften en andere geschriften van culturele, wetenschappelijke en technologische aard, alsmede van grammofoonplaten en soortgelijke middelen tussen bibliotheken en andere instellingen in de beide landen. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel V De Overeenkomstsluitende Partijen bevorderen (a) de organisatie van radio- en televisie-uitzendingen, en de uitwisseling van materiaal voor zodanige uitzendingen; (b) het vertonen en introduceren van wetenschappelijke, opvoedkundige en culturele films. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel VI De Overeenkomstsluitende Partijen bevorderen de deelneming door deskundigen op het gebied van de cultuur, de schone kunsten, de wetenschap, het onderwijs en het maatschappelijk werk aan congressen, conferenties, studiedagen en andere bijzondere bijeenkomsten die worden gehouden op het grondgebied van het andere land. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel VII De Overeenkomstsluitende Partijen bevorderen (a) contacten tussen en uitwisselingen van hoogleraren, wetenschapsmensen, studenten en deskundigen op het gebied van het maatschappelijk werk, alsmede de samenwerking tussen universiteiten en andere instellingen van wetenschap; (b) de instelling van leerstoelen en lectoraten aan hun universiteiten en andere instellingen van onderwijs en onderzoek ten behoeve van het onderwijs in de talen, de cultuur en de beschaving van het andere land; (c) de samenwerking tussen instellingen en deskundigen op het gebied van het basis- en het algemeen voortgezet onderwijs, alsmede het beroepsonderwijs. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel VIII De Overeenkomstsluitende Partijen verlenen onderdanen van het andere land studiebeurzen voor studie aan hun instellingen van wetenschapsbeoefening, onderwijs, cultuur en maatschappelijk werk, voor studiebezoeken, met inbegrip van deelneming aan zomercursussen. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel IX De Overeenkomstsluitende Partijen stellen in onderling overleg de waarde vast die moet worden toegekend aan diploma's en academische titels, verleend door instellingen in het andere land. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel X De Overeenkomstsluitende Partijen vergemakkelijken de toegang tot bibliotheken, archieven, musea, kunstgalerijen en culturele en wetenschappelijke instellingen voor deskundigen op het gebied van de cultuur, de schone kunsten, de wetenschap, het onderwijs en het maatschappelijk werk. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel XI De Overeenkomstsluitende Partijen bevorderen de samenwerking tussen sportorganisaties en sportfederaties. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel XII De Overeenkomstsluitende Partijen bevorderen voorts het vreemdelingenverkeer, zowel door het vergemakkelijken van contact, als met andere middelen die zouden kunnen bijdragen tot een beter begrip van het leven, het werk en de cultuur van de beide landen. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel XIII De Overeenkomstsluitende Partijen komen overeen dat alle uitwisselingen en andere vormen van samenwerking ingevolge deze Overeenkomst zullen plaatsvinden op de voet van wederkerigheid en overeenkomstig de in de onderscheiden landen van kracht zijnde wetten en voorschriften. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel XIV (a) De Overeenkomstsluitende Partijen stellen ten behoeve van de uitvoering van deze Overeenkomst een Gemengde Commissie in, bestaande uit ten hoogste twaalf leden; elke Overeenkomstsluitende Partij benoemt eenzelfde aantal leden. (b) De Gemengde Commissie stelt een ontwerp-programma van activiteiten op, telkens voor een tijdvak van twee jaar. Dit programma dient vergezeld te gaan van suggesties betreffende de financiering van de verschillende onderdelen daarvan. Elke Overeenkomstsluitende Partij maakt via de normale diplomatieke kanalen haar beslissing ten aanzien van het ontwerp-programma en de suggesties van de Gemengde Commissie aan de andere Partij kenbaar. (c) De Gemengde Commissie komt in beginsel eenmaal in de twee jaar bijeen, afwisselend in Nederland en in Tsjechoslowakije. De diplomatieke vertegenwoordigers van iedere Overeenkomstsluitende Partij, alsmede een beperkt aantal deskundigen, kunnen de bijeenkomsten van de Gemengde Commissie bijwonen. De bijeenkomsten worden voorgezeten door een Commissielid van het land waar zij worden gehouden. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel XV Wat het Koninkrijk der Nederlanden betreft, geldt deze Overeenkomst voor het Rijk in Europa. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel XVI De onderhavige Overeenkomst treedt in werking op de dag waarop beide Overeenkomstsluitende Partijen elkaar hebben medegedeeld dat aan de grondwettelijke vereisten in hun landen is voldaan. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel XVII De onderhavige Overeenkomst vervangt de Overeenkomst betreffende de ontwikkeling en versterking van de intellectuele en artistieke betrekkingen tussen het Koninkrijk der Nederlanden en de Tsjechoslowaakse Republiek, gesloten bij op 20 mei en 25 mei 1937 gewisselde nota's. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973

Artikel XVIII De onderhavige Overeenkomst blijft van kracht voor een tijdvak van vijf jaar. Indien zij niet zes maanden voor de datum van beëindiging door een der Overeenkomstsluitende Partijen is opgezegd, blijft zij verder voor onbepaalde tijd van kracht; voor de schriftelijke opzegging aan de andere Overeenkomstsluitende Partij geldt een termijn van zes maanden. 1972 113 17-10-1972 1973 94 20-06-1973 11-05-1973
