Overeenkomst tussen het Koninkrijk der Nederlanden en Ierland betreffende culturele samenwerking

Article 1 The Contracting Parties shall promote co-operation between organisations and institutions in the fields of education (including the arts) and science. In particular, they shall support, as far as possible and on the basis of reciprocity: (a) co-operation between universities and other institutions of learning and of higher education and visits by academic staff and students; (b) co-operation between scientific institutions and visits by scientists and other experts; (c) the granting of scholarships and fellowships for students and young research workers; (d) the study and teaching of the languages, literature and culture of the other country at universities and other institutions of learning and of higher education; (e) the exchange of information and documentation concerning developments in education, science and research in their countries. 1980 143 02-09-1980 1981 73 29-04-1981 01-05-1981

Article 2 The Contracting Parties shall promote co-operation between organisations and institutions in the fields of culture and the arts and between persons engaged in these fields. In particular, they shall support, as far as possible and on the basis of reciprocity: (a) contacts and co-operation between libraries, archives and museums, including public art galleries; (b) visits by persons engaged in the fields of culture and the arts, including writers, translators, composers, architects, creative and performing artists, art and literature critics, journalists and other such experts; (c) co-operation in the fields of socio-cultural activities, the mass media, adult education, youth activities, sport, open air recreation and nature and urban conservation; (d) artistic presentations designed to make the culture of each country better known to the other, including the exchange of exhibitions, of performances of music, theatre and dance, of books, periodicals and other publications of a cultural, scientific and technological nature, as well as of films and other audio-visual materials; (e) the exchange of other information, specialised publications and documentation in the fields of culture and the arts, as well as the translation and publication of literary, scientific and artistic works and the dissemination of published music; (f) performances by ensembles and soloists on a commercial basis, as well as the development of commercial relations in the fields of film, publishing and the production of records. 1980 143 02-09-1980 1981 73 29-04-1981 01-05-1981

Article 3 Representatives of the Contracting Parties shall meet according to need, and in principle every two years, to consider the implementation of the provisions of this Agreement. 1980 143 02-09-1980 1981 73 29-04-1981 01-05-1981

Article 4 This Agreement shall enter into force on the first day of the second month after the date on which the Contracting Parties have notified each other in writing that the pertinent constitutional requirements in their respective countries have been complied with. 1980 143 02-09-1980 1981 73 29-04-1981 01-05-1981

Article 5 As regards the Kingdom of the Netherlands, the Agreement applies to the European part of the Kingdom only. 1980 143 02-09-1980 1981 73 29-04-1981 01-05-1981

Article 6 Following an initial period of validity of five years, either Contracting Party may terminate this Agreement, giving six months' written notice to the other Contracting Party. 1980 143 02-09-1980 1981 73 29-04-1981 01-05-1981

Artikel 1 De Overeenkomstsluitende Partijen bevorderen de samenwerking tussen de organisaties en instellingen op het gebied van onderwijs (met inbegrip van kunst) en wetenschap. In het bijzonder ondersteunen zij, voor zover mogelijk en op basis van wederkerigheid: (a) de samenwerking tussen universiteiten, instellingen voor hoger onderwijs en andere onderwijsinstellingen alsmede bezoeken van docenten en studenten; (b) de samenwerking tussen wetenschappelijke instellingen en bezoeken van wetenschapsbeoefenaren en andere deskundigen; (c) het toekennen van studiebeurzen en fellowships aan studenten en jonge onderzoekers; (d) het bestuderen en het doceren van de talen, de literatuur en de cultuur van het andere land aan universiteiten, instellingen voor hoger onderwijs en andere onderwijsinstellingen en (e) de uitwisseling van informatie en documentatie betreffende de ontwikkeling op het gebied van onderwijs, wetenschap en onderzoek in hun landen. 1980 143 02-09-1980 1981 73 29-04-1981 01-05-1981

Artikel 2 De Overeenkomstsluitende Partijen bevorderen de samenwerking tussen de organisaties en instellingen op het gebied van cultuur en kunst alsmede tussen de personen die op deze gebieden werkzaam zijn. In het bijzonder ondersteunen zij, voor zover mogelijk en op basis van wederkerigheid: (a) de contacten en de samenwerking tussen bibliotheken, archieven en musea, met inbegrip van kunstmusea; (b) de bezoeken van personen die werkzaam zijn op het gebied van cultuur en kunst, met inbegrip van schrijvers, vertalers, componisten, architecten, scheppende en uitvoerende kunstenaars, beoefenaars van kunstkritiek en literaire kritiek, journalisten en soortgelijke deskundigen; (c) de samenwerking op het gebied van sociaal-culturele activiteiten, de massamedia, volwasseneneducatie, jeugdwerk, sport, recreatie in de open lucht en natuurbescherming en bescherming van stadsschoon; (d) kunstmanifestaties bedoeld om aan de cultuur van het ene land meer bekendheid in het andere land te geven, met inbegrip van de uitwisseling van tentoonstellingen, muziek-, toneel- en balletuitvoeringen, van boeken, tijdschriften en andere publikaties van culturele, wetenschappelijke en technologische aard alsmede van films en ander audiovisueel materiaal; (e) de uitwisseling van andere informatie, gespecialiseerde publikaties en documentatie op het gebied van cultuur en kunst, alsmede de vertaling en de publikatie van werken van letterkunde en kunst en van wetenschappelijke verken, en de verspreiding van gepubliceerde muziekwerken; (f) de uitvoeringen door ensembles en solisten op commerciële basis alsmede de ontwikkeling van commerciële betrekkingen op het gebied van film, uitgeverij en het vervaardigen van grammofoonplaten. 1980 143 02-09-1980 1981 73 29-04-1981 01-05-1981

Artikel 3 Vertegenwoordigers van de Overeenkomstsluitende Partijen komen, indien nodig, en in beginsel om de twee jaar, bijeen om de uitvoering van de bepalingen van deze Overeenkomst te bezien. 1980 143 02-09-1980 1981 73 29-04-1981 01-05-1981

Artikel 4 Deze Overeenkomst treedt in werking op de eerste dag van de tweede maand na de datum waarop de Overeenkomstsluitende Partijen elkaar schriftelijk hebben medegedeeld dat aan de van toepassing zijnde constitutionele vereisten in hun onderscheiden landen is voldaan. 1980 143 02-09-1980 1981 73 29-04-1981 01-05-1981

Artikel 5 Wat het Koninkrijk der Nederlanden betreft, geldt deze Overeenkomst alleen voor het Rijk in Europa. 1980 143 02-09-1980 1981 73 29-04-1981 01-05-1981

Artikel 6 Na een eerste geldigheidsduur van vijf jaar, kan elk van de Overeenkomstsluitende Partijen deze Overeenkomst beëindigen door, met een opzeggingstermijn van zes maanden, de andere Overeenkomstsluitende Partij hiervan schriftelijk in kennis te stellen. 1980 143 02-09-1980 1981 73 29-04-1981 01-05-1981
